The proposed Geographic Information System (GIS) -Based Encroachment Management System (EMS) introduces a technology-enabled, proactive framework using satellite imagery, artificial intelligence, cloud GIS, and mobile applications to detect, monitor, and manage unauthorized constructions across municipal jurisdictions.


The EMS is a cloud-based GIS platform that provides real-time visibility of encroachment activities, integrates multi-source satellite data, and enables coordinated action by field and supervisory officers.
